There are some 17 million “new American children” in the United States. Most are U.S. citizens of either documented or undocumented immigrant parents. Ross is an immigrant from Mexico and a former teacher. The Center for New American Children is part of Children at Risk, a Texas-based, nonpartisan research and advocacy group working to promote strong public policies affecting children.
